New York City Presbytery is one of the most diverse Presbyteries in the Presbyterian Church (USA) with a constituency of broad theological, cultural and personal attributes. We are more than 14,000 members in 93 churches and 8 fellowships and new worshipping communities. Our Presbytery does not have any one group that is dominant in numbers. Though our differences may offer challenges, we grow in faith and deepen our spiritual life as a result.

How do you feel called to reach out to address the emerging needs of your community or constituency?

The Presbytery of New York City is a diverse body. The Stated Clerk’s sensitivity to the way communication is shared on ecclesiastical and governing principles is of paramount importance.

Working to foster an atmosphere where church leaders look to the Stated Clerk as the expert for guidance on church governance, the Stated Clerk should exhibit an appreciation for church heritage and how that history is recorded, stored and shared with local and higher governing bodies to ensure its passage to future generations.

We expect the Stated Clerk to work with the Clerks of Session on best-practices for record keeping as well as training them on how to obtain a working knowledge of the Book of Order. The Stated Clerk should seek opportunities to provide group instruction and meetings of church Clerks, and at a minimum, on an annual basis to improve the churches’ response rate for annual statistical reporting.

As parliamentarian, the Stated Clerk ensures that Presbytery meetings are held in an orderly fashion by interpreting polity and providing sound, unbiased advice to the Moderator and Presbyters on procedural questions.

On disciplinary matters, we look to the Stated Clerk to ensure that judicial investigating Commissions and Permanent Judicial Commissions adhere to prescribed time frames and established record-keeping procedures as well as timely communication with affected parties.

How will this position help you to reach your vision and mission goals?

The Stated Clerk plays a vital role in supporting and facilitating the Presbytery in reaching its missional goals and bringing its visions one step closer to fruition. Concerning administrative, judicial and ecclesiastical matters, the Stated Clerk shall serve as the point-to resource person of the Presbytery in providing guidance and leadership training (especially to the Clerks of Session) on Presbyterian polity, as well as the interpretation of the Book of Order, the Standing Rules and Robert’s Rules of Order.

Due to the unique diversity among many of our churches, some emerging leaders may not have been brought up in the Presbyterian tradition and may have to discover “what it means to be Presbyterian” through special training and guidance. Even those who are “cradle” Presbyterians could need a “refresher” from time to time, in light of the fast-changing pace of our society and today’s constitutional changes in our churches.

Being a part of the connectional church, the Stated Clerk shall serve as the contact person between the Presbytery and the other entities of the church. S/he shall report to the Presbytery and make them aware of any actions being considered or decisions reached by the General Assembly or the Synod of the Northeast. The Stated Clerk shall maintain accurate and up-to-date records of the Presbytery. Whenever possible, s/he shall utilize modern technology, including digitization of such information for future reference and archive.

Provide a description of the characteristics needed by the person who is open to being called to this congregation and or organization.

The successful candidate shall:

  • Be a Ruling Elder or Teaching Elder
  • Have thorough knowledge of Presbyterian polity, including judicial process, the Rules of Discipline, and Robert’s Rules of Order. Experience in parliamentary law preferred.
  • Be an effective communicator (oral & written); demonstrate comfortable ease speaking in both small and large groups; have proven ability to work with diverse groups of people to achieve the Presbytery’s current mission, ecclesiastical, judicial and administrative goals.
  • Have the ability to successfully navigate the world of technology including electronic communications, multi-media and relevant software.
  • Have strong organizational and project management abilities; have developed and maintained effective controls to ensure organizational integrity; demonstrated reliability to ensure that projects within areas of specific responsibilities are completed in a timely manner; display keen attention to detail.
  • Take initiative and exercise sound judgment in decision making. Be action-oriented.
  • Have consistent ability to build solid relationships of trust and respect. Engage people in goal-setting, planning and delivering results.
  • Possess spiritual maturity, demonstrate integrity and be seen by others as trustworthy and authentic. Be open-minded and flexible, with openness to new ideas while keeping focus. Have understanding of the importance of supporting effective policy, practice and procedure.
What specific tasks, assignments, and program areas will this person have responsibility?

The Stated Clerk shall work in relationship with the Executive Presbyter as Head of Staff. The Stated Clerk shall fulfill the duties and responsibilities as specified by the Book of Order, and those specified in the Standing Rules and By-Laws of the Presbytery, and in Robert’s Rules of Order Newly Revised. The tri-fold duties and responsibilities of the Stated Clerk shall by Judicial, Administrative and Ecclesiastical.

The Stated Clerk shall support the work of the Permanent Judicial Commissions (PJC) and shall report PJC decisions to the Presbytery, including reporting of complaints in remedial cases, or the filing of accusations in a disciplinary case.

The Stated Clerk shall carry out the Administrative duties by implementing the decisions and matters of strategy, program and resources pertaining to the Presbytery.

The Stated Clerk shall carry out the Ecclesiastical duties by being the parliamentarian during the Stated and special meetings, in making sure that all parliamentary procedures are followed. S/he shall interpret the Book of Order, Manual of Operations, By-Laws and Standing Rules of the Presbytery, and Robert’s Rules of Order. S/he shall preserve the Presbytery’s minutes and records.
